Resolutions on two payment vouchers regarding the Syracuse Sports Complex were approved. They were $1,410 to JEO Consulting Group, Inc. for construction purposes and $210,853.48 to Nemaha Landscape Construction.
A change order of $2,682 to Nemaha Landscape Construction was approved. It regarded supply and installing a new retaining wall in front of a transformer.
A $5,228 bid from Midwest Sound and Lighting was approved for a sound system for the complex. It was the lowest of two bids received. There will be one speaker on each of the four fields. The speakers will be paid from contributed funds. A sound system will be used mainly for American Legion baseball games, Syracuse-Dunbar-Avoca Rocket softball games and tournaments.
Lynn Wilhelm, Parks director, reported that AquaCenter of Syracuse patronage as of Tuesday, June 30, was 3,242 swimmers. She said it has been busy at the pool and the warm weather helped. Cooler weather cut attendance at The Big Splash! Saturday, July 4. Wilhelm said that she was pleased with the season to date at AquaCenter of Syracuse.
Wilhelm reported on Sports Complex progress. She said that DiamondPro has been installed on the complex fields, 60 tons on the softball and baseball fields and 48 tons on Veterans Field, the American Legion baseball field. Field D, named Pieloch Field, will be ready for S-D-A Rocket softball games, which will start in late August. Only backstops remained to be completed on the fencing; it was hoped to complete it this week or next week, Wilhelm said. Irrigation is 83 percent complete. Wells and dugouts are complete. The ramp is nearly complete. The last concrete was poured July 6. Scoreboards were installed. Lights are working, Wilhelm said.

A $445,681.55 payment to Western Engineering Inc. for 2008 asphaltic concrete overlay was approved.
A $10,330 estimate from Midwest Underground was approved 3-1. Chris Lutjemeyer dissented. The bid is to correct a water drainage problem at 17th and Linden Street. The problem had existed since the development was constructed in 2000. Tubing was ordered at $3,400.
In discussion, the council considered asking other potential contractors. Projects need to be put out for bids if they are $25,000 and up. Others wanted to get the project completed.
A $23,995 bid from Kastens Ford LTD was approved for a replacement street dump truck with a 2010 cab chassis. A $13,200 bid from Omaha Standard was approved for a box and special snow plow. The purchase will be financed through the 2009-10 budget.
A bid for a Ferris mower failed on a 2-1-1 vote. Lynn Lyon voted against and Lutjemeyer abstained. A motion for a Exmark mower died for lack of a second.
Small tract subdivision,
conditional use permit
An ordinance was approved for the Ehmen-Sand-Kastanek Subdivision in southeast Syracuse.
An ordinance was approved for a conditional use permit for Scott and Barb Clark. They requested reduction of rear yard requirements to build a patio roof.
The Planning Commission recommended approval of both ordinances. Rules requiring three readings of ordinances were waived, allowing them to take affect immediately.
Fire department equipment
Equipment requests of the Syracuse Volunteer Fire Department were approved.
A nozzle was approved for $706 plus freight. Automatic tire chains for the pumper were approved for $1,366 plus freight. They will be installed by the firefighters. Both purchases will come out of city funds. Rope rescue and confined space equipment was approved. Cost will be split between city and rural fire district funds. The city cost is not to exceed $1,400. The equipment was in the 2008-09 budget.
Other business
The Germanfest Committee was allowed to leave the stage and picnic tables up for Sunday, July 12, events.
A rough draft of a proposal for the sale of South Park was presented to Otoe County Agricultural Society representatives. It is in the review stage. The proposal will be presented to the Agricultural Society board. It will need to be reviewed by the county attorney. No date was set. City officials asked if camping hookups will continue to be maintained.
Agricultural Society representatives said that city officials have been good in letting the society use the park area for the Otoe County Fair. The South Park is used for the carnival. Acquisition of the fairgrounds would be an opportunity to expand the area. City officials expressed appreciation for the Agricultural Society’s efforts.
A request of the Agricultural Society was approved to close Third Street Saturday, Aug. 8, from 8 a.m.-1 p.m. There will be a street dance and ribfest on the day before the Otoe County Fair.
Street closings were approved for the Monday, Aug. 10, Veterans Parade and the Wednesday, Aug. 12, Otoe County Fair Parade.
A bid not to exceed $2,600 was approved from Goracke, Ritterbush & Piotwowski, LLP for preparation of 2009-10 budget documents.
A request of Dan and Bobbi Nannen to pave the alley on the block between Plum and Thorne Streets, Fifth and Sixth streets, was acknowledged. It will be given future consideration, as well as other alleys in the Fifth Street area.

The council tabled ordinances regarding limits on dog and cat ownership within the city limits. City officials needed to consider other issues regarding animals.
The council will meet Wednesday, July 22, to start reviewing 2009-10 city budget proposals.
